But design-wise, it'd not be as satisfying as if it ends on Vol.19:

X Spines (it's just a mockup and it doesn't have vol.16 but it works as an illustration).

Most design introduced the idea of two elements which is repeated once or more. The X Spines introduced two elements at the start of its design:

a) The first element is a half body/face but larger image of Kamui (who's the main character).

b) The second element is a smaller but full-body height of Hinoto.

The second element (full body, smaller) has been repeated for other characters. Thus, it is normal that at some point there will be a repetion of a half body/face of a character.

If X goes up to 20 or 21, it'll introduce a new element and that is a full body, bigger illustration of a character (in this case being Fuuma) that is continuous from one spine to the second spine. This breaks the design continuity. Not to mention it'll mean that unlike other characters, Fuuma (and Kamui) gets the treatment of more than one spine for their face. It'll create inconsitency and weird 'element' in the middle of the other two nicely-shaped elements. CLAMP are too meticulous and careful in their planning to let something like this to happen.

Compare it if the series end in Vol.19. We'll reach consistent repetition and pattern such as this (see illustration above):

half face of Kamui - full body of other characters - half face of Fuuma.

To top it off, guess on which volume the 'mirror' scene of Kamui saying "I'll kill that person" (only this time it's Fuuma saying it) will appear? That's right, it'll appear on the first page of Vol.19 a direct mirror image of the same scene in Vol.1, which happens to have Kamui's half face on it.

But Tarot doesn't necessarily have to be completed. Tarot is often simply indicates which 'fate' is going to be dealt for you. I'd prefer to get "The Sun" card to end the story anytime of the day since it's the best tarot card of all. "The Sun" means happiness for everyone involves. Plus, as far as I'm concerned, we pretty much got "Judgment" for the movie, and "The World" for the TV series.

Just because Kusanagi isn't a woman doesn't mean the card isn't appropriate for him. "The Star" is about "balancing and doing actions which lead to growth and renewal in life".    That's the very thing that Kusanagi tries to do. He refuses to kill human but at the same time he wants to save the Earth and other species. He's doing a balancing act of staying natural even though he's a DoE. His vision seems to be one where humans and the rest of the species can lead a new life where we can coexist with one another.

It's about destruction and disarray. What Tokiko and Tohru did (attempting to give birth to the Shinken) created chaos for the lives of other people. The Tower also often mean "the creation of sudden and unexpected change in life". Considering how their death turns Kamui and other people's life upside down, I consider it very appropriate.
