While I think the 20 volumes version is likely, my guess is there will be 21, the World again being represented by Kamui (and the other side of his face on the spine). This solution would be more satisfying artisticly (it looks more complete if the spine image is framed by two face halves) and from the symbolic value of the card, completion (to sum it up). The choice to put the fool in the artbook might also be related to the simple fact that you generally start with volume 1. If a volume 0 exists for a series it usualy is a collection of prologues not neccessarily needed for the understanding of the rest, so starting with the Fool might have caused confusion.

Keiichi. Hokuto while being a very cheerful person is also very thoughtful, the Sun card on the other hand also indicates immaturity, not recognized limits of reason (Keiichi's cheery face, not mourning any loss and boundless happiness strike us as odd).

But old Fuuma is not sunny enough to be the Sun, he's very serious. Judgement represents among other things transformation, so the two sides of Fuuma are more than enough incluede in Judgement only.

Well, the Hermit is male in every other deck. I think Kusanagi is a wonderful choice for this card. The Star represents hope in a dark night (located between dark cards as the Tower and the Moon) and Kusanagi is still hoping for a better future, also the card can indicate this hope is illusionistic rather than realistic.

The bullets I suppose were only included to look cool. Also they might indicate that you have to fight for the brighter, peacful future you hope for. (The pelican with the bullet belt otoh was a bit on the wacky side of symbolism. ^^; )

Sex. It is not neccessarily an evil card (just as Lucifer seen from the right angle can be an appealing character), but it is firmly connected with the materialistic, sexual and the use of one's intelligence for selfish means. Opposed to Satsuki, who does not understand human motives Yuuto does understand what drives his fellow humans, yet he does not care a bit. Yuuto in his own way is a very cruel man because he is indifferent.

Duality, self-deception, loss of identity. Nataku was once female (the Moon being female in every culture) and now is nothing at all, also the Moon is an eerie card not easy to place (the sphere of the moon is constantly changing). Nataku is a strange creature itself, hard to place.

You never know with CLAMP ... the Tower card still confuses me.
