If they want to do Fuuma Monou (instead of Dark Kamui), then "The Sun" will be more appropriate for him than "Judgment".

No, you don't have to be featured prominently in the manga. But so far, the characters who are presented in the card are those who have had some sort of a role in the fate of the Earth. Keiichi doesn't have any role that is related to the fate of the Earth. He's like Yuzuriha's grandmother in a sense. Just an outside familial/friendly connection.
