Are there any other small hoods out there (less than 20 families)?

How do you cope with growth, technology, community lots, etc?

We are a small hood (10 families), but we still would like to renovate and have businesses in the hood without destorying the natural charm of our small hood. At the same time, there have been calls for more updated housing to a point where we have considered housing zones (contempary housing, traditional homes, smaller homes, mansions,etc) however due to the low population there would be a limited number of occupied houses in each zone. How have other hoods handled this problem? Have other hoods had success in implemented more urban housing zones in the hood to keep families from moving downtown or are most hoods traditional in thier makeup?

We've implemented a strict criteria for multi-family housing in an effort to increase the number of households-and taxes-but would like to hear from other small hoods.
