I know this might sound selfish as I was the sole heir to one of the hood's largest houses, but I have 3 children and 2 of them will soon enough be looking for a house.

I think Simmerville has enough residential lots already. With the current birth control policies with 2 children per household, the current level should be kept status for a long time. Many households have a room for rent. My father (Sven Hornsby) just died, and we camn let his senior section of the house if someone is in need of a room (living + bedroom + access to bathroom next door).

I also predict that some young locals might like to settle downtown. Today's rule where a young adult receives §7000 only if returning to the hood after University might need to go! Today some adults can't afford to not return to Simmerville, and we get a higher population than we might want. Make a set of rules that leaves it totally up to the individ where they like to settle, Simmerville or downtown. I that would secure a healthy balance for all.
