I'm the head of the hood council for Winslow. At the moment, our community is having a big problem with single mothers and absent fathers. We're estimating that about 25% of families currently living in Winslow are single parent households for reasons other than the death of one parent.

Our neighborhood already has a great set of programs that fall under LISKIP (Low Income Sim Kids Information Programs). These programs ensure that kids have breakfast and lunch at school, that adult mentors are available, that good study habits are learned, and that nannies are provided in households where both parents must work. Unfortunately, LISKIP funds are being drained by this new epidemic. How do other hoods set up Child Support systems to make the missing parent responsible for funds, and more importantly, how can our hood ensure that this isn't an ongoing cycle in the next generation?
