I think you point out a very important subject there, probably involving more families than any hood council would like to admit.

In our hood there are not yet many single parents, but after we added a downtown area this family structure seems to be more and more common. We do not have any program similar to LISKIP, but we have a welfare system allowing residents to apply for a one time support. This far I'm not aware of any applications.

It might sound like we don't have any poor households in Simmerville, which is totally not true. We are worried about several families where their networth is minimal, and where two or more children are about to move out. When you split a small networth each bit will be even smaller, and we see a soon to come problem with poor sims not really able to establish.

We have recently built a new very low standard flat hotel, with 4 units for rent. The local rent level is 1% of the house value per adult sim per simday. Kids, teens, elders count as 1/2 adult. In most cases the rent per day is §100. I think rental homes will help in your case too. When households don't need to tie their small capital with real estate, they can normally afford their daily costs.
