We in Apple Valley haven't encountered this problem as much. We do have a welfare system in place for one time support. Also there is a boarding house that allows residents to stay for $250 a simday and several houses for rent. I suppose the best thing to do in your case would be to subsidize nanny services for parents, enabling them the ability to work.

To increase funding, taxes could be increased. Lotteries could be sold with the money going towards the LISKIP program. Also talking to sim residents and perhaps arranging a co-op babysitting service amoung residents to decrease costs.

Upon divorce/seperation, the hood council could specify an amount to be paid for child support by the parent that leaves the household.

To prevent an ongoing cycle, perhaps giving children seminars about the importance of responsibility. Also, rewarding two parent households as well as those parents whom, even though they're no longer with thier child they still support thier child.
