and I never said that there was a conspiracy.

I raised the issue and I believe that questions should be asked. Given that Cheney is very secretive about how he formulated the administration's energy policy there is reason to wonder who influenced him, and reason to ask if conflicts of interest are present. When Government operates behind closed doors, the public has reason to wonder if it is the public interest that is being served.
