nope...
income from lottery is just one more piece of paperwork added to the problem...
the problem is in existance allready... RED TAPE beurocratic crap bundled into the workings of Govt.
if the state would just fix 10% of the redtape it would free-up money waisted.. All of those items you noted have problems with them and can be more efficient..

powerball is just adding more pieces to the already complex mess.. and powerball is only a quick fix.. what happens 5 years from now when powerball money is not enough ?..
fix the existing mess now before its too late..
