The fact is that many of the liberals in the Vermont House and Senate are native born Vermonters and many of the ultra conservatives are flatlanders who have moved here. Check out these lists: (Certainly these lists are not complete.)

Liberals born in Vermont: Senator Leddy; Representatives Darrow, Tracy, Cross, Donovan, Heath, Keenan, Trombley, Vincent, Pillsbury, Obouchowski, McLaughlin and Emmons.

Conservatives who have migrated to Vermont over the years: Senators, Canns and Maynard; Representatives Hube, Freed, Clark, Mazur, Schivone, Kirker, Johnson, Otterman, Duffy, Haas and Towne.

If one was to construct a list of the 25 most liberal folks in the Vermont Legislature the liberals listed above would be on that list. The same is true of the conservatives if the list was of the 25 most conservative legislators. The fact is Vermont is not a bit liberal because of those who have migrated here. It is a combination of native borns and others who make Vermont a somewhat liberal state. JQP has provided a brief historical perspective on this question. Last spring Frontline ran a program about the Sudanese Lost Boys and Vermont. It provided an excellent framework for understanding Vermont's liberalism.
