Hi Jaimee,
When we purchased our first puppy we had a rabbit in a cage in the back yard, she relentlessly circled the cage from day 1, only stopping to try and get a paw through the wire and get the rabbit. Needless to say, we got rid of the rabbit. We now have 3 Pei (and a mutt) who luv to chase birds around the yard and are the best watchdogs you could ask for. They sit at the front window and meticulously scour the view for any life form they can get excited about. They nearly go through the glass when someone comes to the door, but when they come in the house they are absolutely smothered in affection. The mother (our 1st) is a bit stand-offish but o.k., some people don't trust her but she has NEVER had a go at anyone. But birds, rabbits and the like, no way! The little dogs you describe may well fit into this category, hence the behaviour.
But Peta is right, I would be very cautious about breeding with such extreme tendancies. Maybe purchase another dog from different lines to pursue breeding? Good luck.
