Historic building
To decide historic building can be reused or not, we need to consider these factors:
-Is the structural of building is suitable for the rehabilitation?
-Is it fulfill to the availably of physical resources

We need to obtain the planning permission before the work is stared, it is refer to Town and Country Planning General Development Order 1963.

Some factors that the buildings may not be reused:
-The number number of means of escpae is not enough, for example, it can be very dangerous when there is a fire if the number of means of escape is not enough.
-The fire resistance of elements of structure and separation of the building may be fulfill to the requirement(at least 30 minutes), in this case, the occupiers may not have sufficient time to escape.
-The routine of mean of excape may be unclear.
-There is no fire service install in the building, even yes, may be not sufficient.
-If the building is occupied by more than one organization. It can be very dangerous in escape,since the communication of the other organization may be not good enough.
-If the building is listed and grade of listing, it will limit the use of the building.
-When the building is being demanged, such as flooding, it may be cannot be used anymore.

Other factors:
-circulate
-DDA
-Services
-Drains
-Telephone
-Electricity

Moreover, to decide the historic building can be reuse or not, these factors must be take in account:
-Is the maximum distance travel from the corner of the room to the mean of escape satisfy to the appropriate standard?
-Is the fire service such as sprinker, hose heel, mean of escape satisfy to the current building regulation.
