Is that what we do in this country, accuse people of abusing children without evidence?

If we KNOW or suspect that someone has abused children, surely the first thing to do is inform a Police Safeguarding team, not go on a forum and make rash accusations.

If anyone knows of a perpetrator who is still in contact with children or knows of an ex-offender who is on the register but living with children (or coming into contact with children) who are not his own, they need to inform the authorities.....not us.
