America and The Soviet Union
-Roosvelt administration tried to improve relations w/ Soviet Union
-americans looked past cmmunism b/c Soviet Uion possible source of trade
-Russians eager for new relationship
-Russians hoped for U.S. help w/ Japan
-U.S. & Soviet Union reached a aggremnet
-Soviets stop propaganda against the U.S.
-U.S. would recognize the communist regime
-agreement failed
-so U.S. & Soviets went back to mistrusting each other

Hoover & the World Crisis
-the Depression replaced some political leaders w/ new goverments
-the gov's solution for the depression was expansion
-Hoover worked in Latin America to repair the damage
-Hoover announced new policy:America ewould grant diplomatic recognition to any sitting gov. in the region w/out questioning hte means it had used to obtain power
-European talks did not go well
-Jan. 1930 American Negotiators came to agree on extending limits on naval construction
-France & England put loopholes b/c fear of Germnay & Japan
-So the treating was meaningless
*World Disarmment Confrence
-France wanted international army to counter the growing power of Germany
-Hoover called for reduction in land & naval forces
-confrence was a failure
*New Goverments in Power
-in Italy MUSSOLINI: Facist Party(dictatorship,extreme right,merging of state & business leadership)
-Germany: Nazi party
*Adolf Hitler
-in popular favor
-he belived in radical superiority of Aryon people
-his pathological anti-semitism & pasionate militarism
-this all posed a threat to European peace
*Manchnari
-Japan launched a invasion into Manchnria
-U.S. issued a useless warning to Japan
-Hoovewr frobade the cooperation w/ the league of nation w/ the sanctions against Japan
-Japan invaded further into china killing 1000's of citizens
*Failure Of AMericas Interwar Diplomacy
-when Hoover left office America's internation system collapsed
-U.S. could adopt new system
-more energetic form of internationalism & enter into firmer & more meaningful associations w/ nations
-nationalism & rely on its own devices for dealing w/ its problems
