THe BLack Codes
-south in the 1865 and early 1866 state legilatures enforced the BLack COdes
-ment to have controll over the former slaves
-local officals arrested some blacks and fined them and then got sold to pay back the fine
-some Codes forbade blacks to own or lease farms
-and had a hard time finding jobs except plantation workers or domestic servents
-apirl 1866 Congress passed first CIvil RIghts Act=blacks to be citizens of America and government power to come into state affairs to protect citizens
-Johnson vetoed the bills but COngress overrode him
