divine magic on Dracnador is based on energies released by the Dead Gods. In some places, this blood energy is focused (such as the Celestial Trees of the Rhihaellyne or the Dragon-Gods) as an object of worship. In most cases, it sweeps the forests like a divine wind. Any divine caster is subject to the ebb and flow of the Godsblood. To simulate this, I'm going to have divine casters roll a d20 (go figure!) to determine the base number of the save vrs. their spell. This is an optional rule in the DMG... but I'm giving it a twist: the result lasts for 1d10 rounds (rolled by me), after which a new roll is made. I'm hoping this will reflect the random nature of divine forces sweeping Dracnador's lands.

Other effects:
1. in some places, divine magic is stronger or weaker, and no roll is needed, or the roll is modified. EX: an elven cleric near a Celestial Tree, a Prelate close to his Dragon-God. As for weaker effects... it'll just be kind of like "Null-Magic areas"

2. The leaking of Godsblood seems to focus on the beliefs of mortals (not necessarily worship). This is how the Dragon-Gods came into power...

3. This also makes rulers the focus of much attention, and royal bloodlines may become infused with the blood of the gods.

OTHER ISSUES
some powerful demons and devils are still around since the fall of Xanthor. See #2 above

GAEA she is the source of power for Druids, and they believe that the moon, Luna, is her daughter. Luna is supposedly a paradise that they will someday inherit.

the threads below are still an accurate description of divine magic (described as the force of life and death below). It is just from another angle.
