Bill Clinton said it was a problem in 1998 and yes, it is a crisis. The system will start running out of money in 2018. By 2042 it will be ins such bad shape that the only way to save it will be to increase taxes and cut benefits. Just think about it. A person that makes $30,000 a year puts $3,720 a year into the system for 40 years and all he is going to get is about $825 per month in benefits.

You can inforce the law without a lot of undue paperwork. My experience with regulations has been those who break the law are not always the ones who get in trouble. It is the ones who can' do the paperwork.

Yes, it would help if the parents would send the children to school fed and rested and with the proper attitude. The school could see that parents do this by sending children home that disrupt the class.
