to add a friend to your friend's list:
/friend add PLAYERNAME

to see who on your friend's list is online:
/friend status

*see the threads of levels for who to add to your friends list

*try to update your level every chance you get so its easier to see here who we all can group with.

*please add normal playing hours when you online

*don't be afraid to start a vault quest on your own, and wait by the vault for another group and ask to tag along for the boss kill. After the boss kill, drop out of fellow, and thank everyone for allowing you to join, and ask if anyone else has plans to do another vault, quest, or hunting.

*be helpful and supportive in groups; if you are getting most of the kills, only loot 1 of every 4 or 5 kills, so the other fellows don't get upset.

I have already made friends with many people from these above tips.

If you want to be part of a random group, you need to let them know what you can contribute to the group.

Play a specific role in the group. The slayer is not always the best. Train as many supportive skills as your template allows. Buff everyone in the fellow, toss a heal where ever you can.

Read "How To Make Friends and Influence People" by Dale Carneige. Just kidding! But I do have this on Books on CD.
