I think reasons to consider are:

1) Judges see the individual compete in beginners first and may have already formed an opinion of them and take it into consideration when marking team finals/advanced comps.

2) It gives them more dancing to do - both during practise and at the comp(which are long tiring days anyway!). It would mean they would have 5+ routines to learn with an advanced partner and need to get 4 basic routines with a beginner partner with the pressure on them to win beginners. That's a lot of work particularly for a fresher at Uni with other commitments & a social life as well.
