Am still very uneasy about this whole idea. Could the amalgamation happen in advance? I think realistically it should happen in advance, with applications made to the standing committee no later than the Wednesday proceeding the competition. The standing committee should then judge eligibility according to the two rules given above, and then amalgamate teams following the rule:

As far as possible, teams should be amalgamated with other teams as geographically proximate to their own as possible.

That would create a degree of cohesion that a simple, 'odds and sods' team wouldn't have. They should then be named after that region.

So we have the following rules for deciding amalgamation:

1) Application by Wednesday proceeding IVDC.
2) Only eligible if all reasonable measures taken to fill team.
3) Only eligible is couldn't survive independently.
4) Not eligible if university has full A-D team.
5) Amalgamations to be made according to geographical proximity.


This would therefore become a standing committee task, with the onus on the member societies to make anything happen. The executive committee play no part. I think these rules would protect against abuse and prevent administrative problems. Organising on the day is not sensible as there is clearly no way that the standing committee can make informed and sensible decisions on the day.
