Well, lets start here. Does Ur Win98 CD boot the OS ie bootable. Also, look through the laptop CMOS setup and see if BOOT USB is an option and enable it. Another check is to use a Win98 startup disk and see if it loads the CDROM. If it doesn't then U cant boot from a USB device (common architecture). But if it boots and recognises the USB CDROM then U have a problem. Otherwise the solution in in the CMOS boot device setting. The other device you tried certainly boots to USB devices.
