Subject: Toshiba Satelite battery won't charge!!!

I have a toshiba Satelite 1675 CDS 4/6.0. My problem is the battery won't charge. The laptop will work if it is plugged into the wall but status of the battery says 0 charge and that it is charging. But, I doesn't matter how long I leave it plugged in, it never charges. I have replaced the battery and still no luck. Could there be something wrong with the charging board or maybe the mother board? Any information would be helpful.
