What are you talking about when you say that "the Giant Lava Team's WA-Cert application was filled out in the name of the City of Soap Lake" without authorization by City or right to use the City's name as their private umbrella to pursue funding sources for the lava lamp?

What part of MISREPRESENTATION don't you understand pal? (a) Applicant to WA-CERT was Brent Blake, lava lamp project manager of the Lava Lamp Team. Members of Lava Team, Brent Blake or John Glassgo would be required to first obtain a non-profit status in order to be eligible to apply to WA-CERT. (b) City of Soap Lake was not the Applicant, City did not write an application for funding giant lava lamp nor did City apply to WA-CERT. (c) By a long shot, only talk of the team forming some type of lava lamp foundation would not have been enough to float a state application.
