I've never been convinced that Buddy was still pining for Echo in 1959, almost 3 years later, especially as he knew she was happily married

Also, in many instances, songs are just songs, they are mainly not personal at all ............. although I accept that Buddy was not happy in his marriage at that time

As Dylan often said when people asked him the meaning of his songs, he stated that the songs stand on their own merit and the meaning is what the listener takes from them.
He has also indicated that some songs may not have a single, specific meaning, but rather draw from a variety of experiences and influences.
