My upper left canine has to be moved 8mm back to open up a space for my lateral, which is fully behind the cuspid. I have an elastic from the canine to the bottom 2nd molar. I was told this is the best way to rotate the canine and pull it back quickly. I also have a tension spring between the canine and the front tooth. So the spring is pushing and the elastic is pulling. It has moved just over 4mm in 2 months. So I would assume that in your situation, they would probably want to do the elastic from the lower 2nd to the canine. Hope that helps.
