Absolutely.

You could have the best and most expensive toothbrush in the world, but if you have poor technique, it will be meaningless.

Manual toothbrushes are extremely effective if used CORRECTLY.

It's all about the technique.

Brush very thoroughly. I've seen many orthodontists suggest five minutes or more, but I usually brush for about eight to ten minutes.

I already have some white scars on my teeth from when I didn't take very good care of my teeth, but there's not much I can do about them so I don't worry too much (and a lot on one of my lateral incisors, becuase it was behind my other tooth and was impossible to clean). But I'll be damned if any more show up.
