The boy u saw may be spoilt cause his mom mistreated him. He thought that his mother would buy him what he wanted if he cried hysterically. Many children do that. When the parents don't give in and ignore hysterics, children understand that it is not the way of reaching the goal and don't use it. Otherwise children will use hysterics to get anything they want. Such scenes are so typical, that u can find them in any pedagogical book for parents, from Makarenko to Vladimir Levi. The problem is that not all ppl having children are ready to be parents and sometimes they make serious mistakes, bringing them up.
