If the bike has been standing for a while with fuel left to evaporate from the carbs then they are going to be cludged up with lacquer and need to be stripped and cleaned, other favourites are fuel tap diaphragm, vacuum hoses and maybe carb diaphragm(s). Did you buy from a dealer or private ? If a dealer then take it back and get them to service it otherwise, check for trapped/blocked/damaged vacuum hoses, check the plugs, clean and check the carbs and put fresh fuel into it.
