Put the Assistant City Manager in charge of Bisbee lawn, landscape around streets, near city entrances and exits.
The Assistant Manager could start a write in campaign for ideas as to how to improve landscape, weed control and weed removal.

Start a Nursery/Day Care for City employees' children and put the Doctor's househusband in charge.:}
