Must the board vote to ban something already dealt with/banned in the covenants? I mean, if you want to create exceptions to the rule, isn't a modification to the rule where one would focus their effort?

It reads as though amending the covenants is the proper avenue to allowing these goals to stay---so is anyone working to make their position one in accordance with the overall rules?

Just curious...why the different take on homeowner action versus board action?
