I've lived here for 13 yrs and there are these same problems in the common area every year. If you see suspicious behavior or laws being broken, call the police. It is not the board's job to patrol the amenity area. Cameras have been installed to help identify anyone causing problems, but you need to contact Jerry Wallace so he can check the video tapes. Homeowners can and should take action on these matters. We all can file a citizens arrest, if needed. But, please call the police when you see anything suspicious.
