What you say is nothing more then double-speak, sounds like most politicians you can hear just by flipping on the news. Can you build a clubhouse without raising dues? Probably, with the help of some creative financing. Would it be the smart thing to do? Guess what, the original clubhouse committee decided it would not be. And since the concenses of the neighborhood was that they didn't want dues to go up just to build a clubhouse, the recommendation was not to build one. Think of it in terms of home financing. When you take out a new home loan, one of the things they look at is debt to income ratio. If the ratio is too high, you can't get the loan.
