Maybe a sign with a warning of 3 strikes would do it. Something like, the 3rd time we need to call the police due to something illegal, loud noise or bad language on the basketball courts and the basketball section is gone for good. See to it that your guests follow these rules as they will count toward the 3 stikes.

It will then be up to those who use the courts to be on their best behavior or blame nobody but themselves.
