To Question A: Murder is Murder regardless of whether the state sanctions it or not. If the state takes the life of a convicted felon or murderer they are Murdering that individual. If soldiers take the life of other soldiers or civilians they are indeed murdering those other soldiers and/or civilians. No individual or government body has the right to terminate the existance of any individual.

HOWEVER - any individual or society HAS THE RIGHT TO SELF DEFENSE AND TO PROTECT THEMSELVES IF AN AGRESSOR OR AN AGRESSOR NATION ATTACKS THEM and if in protecting themselves they TERMINEATE THE EXISTENCE OF OTHERS IT IS STILL MURDER BUT MY PERSONAL BELIEF IS THAT IN CASES OF SELF DEFENSE IT IS MITIGATED AND THE ULTIMATE JUDGE WILL RECOGNIZE THE MITIGATING CIRCUMSTANCES.

TO ANSWER B: Depends on the society - If the society is one where the membership has by a majority agreed to pool a percentage of their personal resources for the good of all and they have the right to freely depart and locate themselves elsewhere not under the control of that society then the tax is by no means theft. If the society is dictatorial or controlled by a small elite segment and they impose their will including a tax structure on the populace then by all means it is theft.

YOU MAY WRITE 10,000 CONTRARY WORDS ON THIS BRATTY AND IT WILL HAVE LITTLE SIGNIFICANCE - SIMPLY BECAUSE THE ABOVE WAS WRITTEN BY "THE Duck" and one must NEVER FORGET RULE NUMBER 1 OF THE COSMOS.
