You can dampen it a bit, which sometimes (depending on the reed) makes it a bit easier to play.... Some pipers frown on this practice, but usually the reed will dampen a bit while playing anyway.

Maybe check your valve, especially if you have a leather one? I once had a problem with extra air escaping somewhere while playing, and it wasn't the bag -- I found I was losing some air through the leather flapper valve. I replaced it with a plastic valve, and it's much much better.

First, it takes months of training and practice to get the pipes to where they don't make anything but a squeel. Get you a good practice chanter and start learning you notes.
Second, you probably got a set of paki pipes from ebay. they are not the best. You can make them play but usually you have to replace the bag(leaks) air valve (leaks) and chanter(usually way off tune). Plus all the reeds will have to be replaced with good ones.
Third, find someone with experience with these, if you don't they will end back up on ebay for a pittance of what you paid for them.Either that or firewood, seen it happen.
