沒錯，事實是沒有人畜意犯法，又為什麼怕罰。
沒有人故意侮辱警員，沒有人亂拋垃圾，何須害怕。

但事實是否如此簡單，是否能介定一個人為什麼及在什麼情況下侮辱警員，現在侮辱警員並非刑事罪行，
但刑事化後，會否會將非存心辱警的人以刑事起訴。

看到同學拋垃圾的例子，我不禁想起基本法二十三條的立法，
我們現在社會穏定，所以政府可以說若不是「心中有鬼」的人，
何須害怕立法，但又有什麼理據須要立法呢?
立法後又會否有負面後果，影響了言論自由。
最重要的是，往後政府會否亂用該法例。
我對辱警刑視化亦有同樣的擔心.....
