This could be a whole different discussion -- fanon characteristics!

Off the top of my head, I remember references to allergies in Aline's series (to the point that Section had developed a specific antibiotic for his sinus problems) and in a story by Betsy (a bathtub story, I think).

Possibly these all stemmed from the actors' husky voice, and what some people felt could be a deviated septum from a broken nose.

As far as the more interesting question (the purpose of "giving" M allergies), it varies between trying to write a character with specifics (just as you might endow them with particular food preferences or opinions about movies), but possibly also looking for some kind of "flaw" that could humanize him.
