Residency can become a tough one to prove. If a kid registers his car at one home, registers to vote, pays his bills there, but is old enough to go out and stay with friends regularly in different towns... where does he live?

Families are much more dysfunctional/disconnected than in the past. Dad "lives" in one town, "Mom" in another... with shared and joint custody the kids bounce from home to home.. often to grandmas and aunt nancy's place too.

And then, if one or the other loses their job and becomes homeless.. all sorts of federal and state laws jump into play to keep the child in one school district.

Its shown that every time a child moves from school district to school district they tend to fall behind by at least one school year (continuity of education, family situation, etc all come into play).

And when it comes to those in state care, wards and foster children, the situation becomes worse. As foster children go in and out of the DSS system (as we work to reunify families and calm the situations down) the kids are forced to move from one school to another .. often many times within a year.

Families who are clearly faking the system to get their kids into a school in another town... send em a bill. Press charges.

But the broken families that are trying to do what is best... we need to try to do what is best for the situation.
