Intersting point. At the margins, I can see your concern. But I'm not sure you're giving the senior voters enough credit. As near as I can tell, they already have been in charge for some time in terms of the voter base. That's because, if you look at a "merged" voter list (the one that indicates who voted in the most recent election), you'll see that seniors already vote in much greater proportion than do younger voters.

These senior voters understand the value of a balanced fiscal approach. A town's school system is important to all residents, young and old, with kids in the school system or not. So I think they have already proved that they won't swing things too much.

What's more, and this is why I think any impact would only be marginal, two major state laws (Prop 2 1/2 and the 1993 Education Reform Law) pretty much structure a) how much local real estate taxes can be, and b) how much of that has to go toward education in order to qualify for the rather substantial state funding (Chapter 70). These two governors will keep any wild swings in check.
