As the clerk of the district, I have a good knowledge of how the district is run from a business standpoint and also the political aspect of it. From my point of view, the district ratepayers could be better served if it were under the control of the town as an enterprise account. The district itself could remain the same. All the employees are still needed to run the system. Actually, the only department we could possibly lose would be mine since we could have the elections on the same ballot and maybe eliminate the Annual meeting. We could still have an elected board of commissioners, responsible for policymaking(similar to the school committee). As an enterprise account,however,all the revenue earned would be allocated to the water district and not another town dept. It could not become a cash cow for the town. The benefit of this merger is simple. It gives the ratepayers another level of fiscal responsibility and oversight at no cost. The current management team @ the Water District is superior. But we have some possible huge projects that are being considered such as a filtration plant and also marketing bottled water. Under the Town umbrella we would have access to the capital planning, the fincom commitee, etc that could give the District advice and assistance with the planning. All this being said, there is still one BIG question that still needs to be answered before a possible merger would take place. Would the District lose rights to the wellfells in Tyngsborough? If the answer is yes, then a merger is not possible and all this discussion, all the ballot questions, the surveys, etc are worthless. That question needs to be addressed by a responsible party without connections to the Distrct or the Town.
