I agree with your thoughts about the water district (obviously) and I might even quote your fifth paragraph (comparing the DWSD to the turnpike authority) if the opportunity to do so arises. You hit the nail right on the head with that one. In their minds, it's all about their fiefdom -- and not about what's best for the Town as a whole long term.

There is a subcommittee studying the quorum issue, and another studying the charter long term. Let your views be known. Call the Selectmen's office and ask the secretarty to tell you when these committees are meeting. If you can't attend, call one of the members.

As for myself, I don't know if it's time for a city charter. I do know that I would prefer a city charter to a representatibe Town Meeting.

The town budget is hard to follow, because it's out of date the minute it's done. That's because it's required by charter to be published in March, but we have no clue what the Chapter 70 funding will be until July at the earliest (and as late as November recently!). Also, the Town Manager has gotten into the habit of proposing increases for all of the town departments except for the schools -- for which he always shows level funding. I know, it's now way to run an airline! I've been saying so for years.

But I guess we could post the budget, or at least a summary of it anyway. I'll ask Ken Cunha what he thinks.

As for the proper role and positioning of the school department vis-a-vis the rest of the town? I'll leave that for others. It's a long and arduous road!
