Barry is right on the money.

People who watch the Selectmen's meetings know that I sometimes have disagreements with the Town Manager. When I do, it's always about his policy or action (or lack of action) and never about him as a person.

On the other hand, I believe in giving credit where credit is due. The reason that enterprise funds are self sustaining is because Mr. Piendak made them so. When he first came on board in the mid 1980s, there was a significant transfer being made from the general fund (into which taxes and state aid are received and out of which come the expenditures for general government) into the water enterprise fund (and maybe the sewer fund as well - I don't remember) . This transfer was nothing more than a subsidy because the water fund did not collect enough revenue to operate.

He slowly raised rates and set up a system whereby the fund paid for what it should -- making it self sustaining. There have been no more of these transfers since at least 1995, and maybe even earlier than that.

So Shawn, your concern is well justified. Fortunately, it was addressed by the Town Manager some time ago.
