The comprehensive plan you're referring to was initiated by the Board of Selectmen, drafted by a subcommittee appointed by the BOS, with help from town staff and NMCOG, reviewed and accepted by the BOS, submitted to DHCD, and most recently, approved by DHCD. It is the "magic shield" we have referred to frequently over the last 18 months.
With this plan approved, and with current known activity, we can now decline 40b applications that we feel will be "shoe-horned" into existing neighborhoods to the detriment of those neighborhoods and/or the town as a whole. It's a huge win.
You're right that credit should be given to the subcommittees and staff. With apologies in advance if I miss anyone, the subcommittee was:
John Campbell, ZBA
Ron D'Amato, ZBA
Bob Donnelly, Planning Board
Doug Dooley, local developer (Draco)
Bob Flynn, NMCOG
Dan O'Connell, local realtor (Remax)
Phil Thibault, Planning Board
In addition, Ken Cunha represented the BOS and we had major staff support from Glen Edwards, the Assistant Town Manager and from Jay Donovan, from NMCOG.
We'll try to get Ken and Glen on to explain this better.
