That's what I was asking last week on the show.

The water dept seems to be an anachronism, from a time when county and regional organizations were a significant part of society.

At that time, this was all agricultural land and the towns were fairly insignificant entities.

Over time, the counties and regional organizations have become less and less necessary (note the attempts to eliminate some county government completely in the recent past.. and their own entrenchment to stay alive).

I, personally, just think it would be best for all concerned to centralize the structure under one government.

But to make this a more general question..

How we keep the departments accountable? Where are the checks and balances (other than the court system)?

If we are not happy with the way something happens in the fire, police, building inspection, sewer, etc departments.. is it only the selectmen that are accountable to the dracut residents? Is there a formal and public grievance procedure so that everything is above board and public so that those who feel put upon have "their day in court" so to speak?
