As far as town governance is concerned, how many car washes we already have in town is a complete irrelevancy. We are controlling use as defined in our zoning by-laws. We are not controlling the marketplace. This is not Soviet Russia. We do not have a Five-Year Carwash Plan!

[Anyway, that type of car wash was not going to compete with the existing car washes. It's a "you just filled up, you want a discount convenient car wash?" situation. Those washes cannot possibly compete volume-wise with the existing ones. They are way too slow.]

Along those same lines, the station will open when it's ready to open and they will either sell diesel or they will not. The requirement to sell or not sell diesel was not a stipulation and is not part of the special permit.

But I digress! I would like to create a new board game called "Find the Agenda." It's sorta like "Clue." In the seven years I have served with Mr. Willett, I have only been able to guess who is whispering in his ear about what about 25% of the time. You just never know what the real issue is that's controlling his vote -- it frequently is not about the merits of the matter before the Board. It's only afterwards when you piece the relationships together that you are able to figure it out.
