A very timely question, given the current state of our police staffing. For some time now, as a particular wave of officers has retired, we have been faced with this issue. It takes many months for an officer to go through an academy, and we are frequently below authorized staffing levels as we wait for the recruits to finish the academy.

More recently the situation has been exacerbated by the early retirement system.

The Town Manager does not favor the use of an auxiliary force. We used to have one in town (in fact, I think Mr. Willett was a member!) but it apparently created some issues for the Town Manager related to certain rights that the auxiliaries accrued. It apparently tied management's hands in some way or another.

This issue was raised a few months ago and referred to the Public Safety Subcommittee (Messrs. DiTillio and O'Loughlin). I was going to ask about it when that that subcommittee reports to the Board, which it is scheduled to do at the next meeting or two. I believe we have all been approached by members of the PD asking us to try to reestablish the auxiliary.

Given the tough budget times right now, this may not be the best time for this to be resolved, but I believe we need to stay after it, as well as a couple of other related issues (the use of comp time in the PD and a potential intermittent traffic-safety detail) that also affect the effective staffing levels (the actual number of blue suits on the street).
