A few months ago, George approached me about helping the DWSD put together a business plan and projections related to bottling (that's one of many things that I do for a living -- not bottling, just projections and business plans). I found out just a little about this effort. But then, independently, Bill Morin and I both came to the conclusion that the District should look elsewhere for help, me being a sitting selectman and all. (Such a relationship would not have been illegal per se, but it's the kind of perception issue we all like to avoid -- and it's the kind of thing some of us pointed our fingers at the old regime about.)

ANYWAY -- I mention all that to say that this is something I have thought about:

- The incremental capital cost would be minor.
- The incremental operating costs would also be low.
- Operating margin would therefore be very high.
- The raw material (water from the wells -- not the Merrimack/Lowell) is abundant and incrementally free during most of the year.
- Once bottled during the wettest times, the inventory would have a long shelf life.

So from an economic standpoint, it's at least possible -- with a very low downside. Technologically, it's certainly very feasible. And legally, well I just don't know because I didn't get that far. I never really took the case, after all.

The one thing politically is that future administrations would have to be watched to ensure the future benefits would given to the ratepayers, and not some feather-your-nest crew who could immerge. But I would trust the ratepayers to watch closely.

That's what I know. I'll see if I can get George or Bill or someone to respond in order to shed more light on current plans.
