I should probably let Warren explain what he meant by "Have fun", but I think you're reading way too much into it.

You don't have to be a college graduate to understand statutes and by-laws. My own experience (being involved with the Town as well as with my own career) is that getting there is most of the problem. Once you find the right source, you can usually figure things out.

Are statutes and by-laws complicated and verbose? Yes, but life is complicated and they have to cover all eventualities.

Are statutes and by-laws legalistic? Yes, but they have to be legally enforceable -- terms defined, unambiguous, i's dotted, t's crossed.

You can find Massachusetts General Law (MGL) and a lot of enabling regulations on the web. For example, I found the Informational Guideline Release (IGR) about the Community Preservation Act from the Department of Revenue (DOR) by typing "Massachusetts DOR IGR Community Preservation" in Google. Give it a try!

Bottom line: You can become familiar with -- or even master -- these things with just a little motivation, discipline and studiousness. They are readable -- not like Tom Clancy or Danielle Steele, and you have to go find them -- they're not out on billboards. But once you get there, you should be able to follow along. And the more you do it, the easier it gets.
