I hate littering

I have a question-
Can any signs be put up about littering around town? I live around the greenmont ave area, and I walk my dogs everyday, and there is always cups and bags and wrappers from Wendy's thrown about all over the streets. My younger dogs are always picking up all kinds of garbage and putting it in their mouths. I suggest that the town post signs like "no littering, $500 fine". I think that would really deter someone from littering. especially if someone was caught, and really did get a fine, it would be a good example. It is really disgusting!
